A fillable form is a PDF page plus form fields layered on top. The page keeps its original design; the fields give the reader somewhere to type, tick or choose. Creating a good form is mostly about placing those fields so the page still reads naturally.
Step by step
-
1
Upload your PDF
Drag your PDF onto the box or click Choose file. It is sent over an encrypted connection and only used for this task.
-
2
Set the options
Adjust start in. Every field has a sensible default, so you can usually run the tool straight away.
-
3
Run it and download
Press Create Forms and the page shows progress while it works. When it finishes you get a download link — nothing is emailed and nothing is stored longer than it needs to be.
Start from the page that already exists
Open the PDF in the editor and add form fields over the printed labels. Text fields, checkboxes and choice fields cover most forms. Keep the field size close to the space the paper version leaves; a field that overlaps a border looks broken even when it works.
Name fields for the data, not the page
Use a field name that describes the answer, such as
applicant_name or invoice_total, rather
than field_1. Clear names matter when the form is
exported, imported or connected to a workflow. Mark required fields
deliberately; an over-eager required flag blocks a legitimate
submission.
Test the tab order and the print
Fill the form yourself using only the Tab key. The cursor should move through the fields in reading order. Clear the test answers before exporting, then open the PDF in a second viewer and print one page. Some viewers render field borders differently; check that the printed form still looks like the original.
Good habits for Create Forms
- Click any existing text to edit it in place — the original font, size and colour are kept.
- Signatures can be typed, drawn with a mouse or finger, or uploaded as an image.
- Press Undo (or Ctrl+Z) if a change lands in the wrong spot.
Common questions
Is this tool free?
Yes. Every tool on this site is free to use, with no sign-up, no watermark and no daily task limit.
Do I need to install anything?
No. The tools run in your browser and are processed by this server.
What happens to my files?
They are stored under an unguessable id and swept automatically after a couple of hours. Nothing is shared or indexed.
Does it work on a phone?
Yes. The page pickers and editors are built for touch, so dragging, rotating and selecting pages all work without a mouse.
What does Create Forms do exactly?
Make existing PDF documents fillable.
Can I make an existing PDF fillable?
Yes. Open the PDF and add fields over the existing labels. The page design stays; the fields make it interactive.
Are the form answers saved in the PDF?
Yes, when the viewer saves the filled form. Use Flatten PDF when you need the answers frozen so they cannot be changed.
Can I collect signatures too?
Use Fill & Sign for a simple signature, or E-Signer when you need identity checks, signing order and an audit trail.
